第二省省咨询委会(Divisional Advisory Council) 于1953年11月16日在成邦江开会。会中，省长WPNL Ditmas 颁发英国皇家人道协会(Royal Humane Society)英勇奖状，给予当年24岁刘仁兴氏(Law Jin Heng),以表扬他舍身在鲁巴河中救起一位差一点就被急流卷走的妇女。

The Chief Secretary visited Batang Lupar on 21-24 July,1924.In his visit, he ordered re-building of Simanggang Bazaar because the buildings at that time were in a very dilapidated and unsanitary state. However, the occupants disagreed. The proposal dragged on until one day, that was, on 13/01/1928 the bazaar was completely destroyed by fire. Picture shows the new bazaar,consisting 48 shops,each shop 16'x100', was completed in December,1929.
